Slattery provided EIS cost estimate including a deterministic risk assessment of the whole facility which was 20.4km of greenfield track and associated rail systems.

In addition, Slattery developed cost estimates for the upgrade of the surrounding road network including M5 motorway, Moorebank Avenue, Hume Highway and other major arterial roads. The proposed Moorebank site is located approximately 30km South-West of the Sydney Central Business District (CBD) and approximately 4km south of the Liverpool CBD. The site is on 220 hectare (ha) of mainly Commonwealth owned land which was formally occupied by the Australian Defence Force (ADF) units.
